APPEAL
DEAR
ROMA PEOPLE!
THIS
IS THE APPEAL, ADDRESSED TO THE EUROPEAN COMMUNITY AND ITS INSTITUTIONS THAT
WORKS ON THE PROTECTION OF MEMBERS OF THE ROMA COMMUNITY IN SLOVENIA. WITH THIS
APPEAL WE WILL REVEAL OF THE STATUS OF SLOVENIA IN THE RELATION TO THE PROTECTION
OF ROMA RIGHTS AND INTERESTS. WE HAVE NOTED EXPLOITATION OF THE ROMA PEOPLE AND
CONTEMPT OF THE ROMA SITUATION IN SLOVENIA AND ALSO IN EUROPEAN UNION.
SOLUTIONS, WHICH ARE PROVIDED BY THE INSTITUTIONS, ARE LISTED ONLY ON PAPER AND THIS SOLUTIONS
ENDS IN ITSELF. MOST OF THE WRITTEN SOLUTIONS HAVE BEEN NOT LEAD TO SOLVING OUR
PROBLEMS, AND INSTITUTIONS ARE NOT WORKING GOOD ENOUGH ON SOLVING THE ROMANI
SITUATION. STOP EXPLOITATION OF ROMA ETHNIC MINORITY AND STOP MAKING THE MONEY
IN THE NAME OF ROMA PEOPLE AND ROMA COMMUNITY, ITS CULTURE, ITS SITUATION, ITS
PROBLEMS. STOP WITH THE CREATION OF SO-CALLED ROMA INDUSTRY, WHICH IS CREATING
MONEY FOR IT SELF AND FOR MINORITY OF INDIVIDUALS. ALSO STOP WITH THE INTOLERANCE
AGAINST ROMA POPULATION, WHICH IS IN SLOVENIA SPREADING FASTER THAN PLAGUE.
Distinguished
institutions and government organizations, who are responsible for solving the
Roma issue in relation to the socialization of Roma and the Roma integration in
the broader cultural and social space!
This
appeal is intended to those who are making programs and preparations for
submitting bids for work aimed at the Roma population. We are aware of your
efforts for keeping the flow of money from the EU to Slovenia, which is aimed
for Roma integration and addressed to Roma issues (such as education, employment, fight against discrimination,
exclusion and so on). Be aware, that this money is intended for Roma
integration in the wider cultural and social field. With the help of this
money, Roma can successfully continue with the realization of the integration
of Roma through projects, which can be with these funds carried out at all.
That money is also intended to finance the public works, which are scheduled
exclusively for Roma. That means this money is intended for the integration of
Roma into the labor market through public works.
Unfortunately,
those government institutions that are applying to these calls and that are
working in the areas of human rights, in the fields of education and employment
of Roma, carried even greater discrimination against Roma community. The
programs, produced by the Council of Europe, in our opinion, have been used by
all other representatives of non-Roma communities, rather than Roma as such. We
have noted that in practice, most Roma do not have access to the calls that are
intended only for the Roma community. We have also noted, that the overhead
Roma are discriminated, as in Slovenia are supported and privileged only specific
so-called »autochthonous« Roma groups and associations. But in Slovenia have lived also members of
immigrant Roma communities, which are covering a large number of members of the
Roma ethnic minority. Our state of the Republic of Slovenia in this respect,
despites our warnings and on the other hand remains deaf about that questions. Even
more, the Republic of Slovenia protects this neglect, discrimination and
violation of human rights, as reflected in the Decision of the Constitutional
Court of the Republic of Slovenia (UI-15/10-13, 16 .6.2010) attached to the Act
on the Roma community in Slovenia (ZRomS-1), URL RS 33/2007. The Decision is
based on the effort of Slovene Ombudsman, in order to change certain articles from
ZRomS-1, which clearly violate the Constitution of the Republic of Slovenia as
well as the Declaration on Human Rights. But all efforts which have been made,
our government rejected! It is sad, that today some of the animals have more
securetiy and rights than us, members of the Roma community.
On
the other hand, Roma community in Slovenia is becoming a brand, which is
provided for making the "false" reports to the European Commission on
the Settlement of the Roma situation and the condition of the Roma in the Republic
of Slovenia. The role of Roma brand is created mainly for raising the funds. We
believe, that the integration of the
Roma community in Slovenia has been just a farce; Roma people are exploited
simply to conquer the capital and to construct the industry of Roma, which is
intended for generating a huge amounts of profits. Why our country remains deaf
to our attention, we are not wondering anymore. The Republic of Slovenia with
its government is an extralegal and corrupted state, what we have already seen
recently. Last political events in Slovenia have been proving and showing us that
our state is unable to listen to us, even more, the state even does not want to
listen to us.
Dear
Roma and distinguished institution! Association of Roma Communities Umbrella,
Association of Roma Information and Scientific-Research Center of Slovenia -
Anglunipe and delegate of the European Roma and Travelers Forum (ERTF) Haris
Tahirović, call, that we will pass the first and second report to the European
institutions to European issues and to our organization ERTF, which is the only
one, who listens to us and unfortunately - the only one, who fights for Roma
efforts to integrate the Roma community in the wider area. We, as members of
ERTF, are always ready to protect the Roma population and to fight in any legal
and moral fields against discrimination and corruption, which are perpetrated
against us. We will show you all documents and financial structures, reports,
letters, the evidences of discrimination, etc.
We will also show you the miserable conditions in which lives Roma
people in Slovenia and also, we will highlighted the inhuman situation of the
Roma community in Slovenia in the 21st Century.
